Provincial Championships

The minor directorate approved the Midget B and C provincials to be hosted by Peninsula and Saanich and each association has been approved to receive a berth in the Midget B tier, since neither association will have midget C teams.  The B division has been expanded to 10 teams (2 hosts and 1 team from each of the 8 zones) and Provincials locations are as follows for 2007:

– Peewee                      July 11 to 15th                Port Coquitlam – all levels

 - Female                      July 5 to 8th                    Nanaimo – all levels

 - Bantam                      July 18 to 22nd                Langley – all levels

             - Midget                       July 25 to 29th                New Westminster – A1 and A2

             - Midget                       July 25 to 29th                                Panorama – B and C

Form 100’s will be due at the BCLA office by June 7th, 2007.  The fine for a team who declares and then defaults in either not going to provincials or withdrawing from commission playoffs has been increased this year from $300 to $1,000.  So please make sure that if you declare your teams, they will go to provincials if they are successful in the playdowns.

Report from Peter Frey – Minor Head Coach

·         They are still looking for coaches applications and hosting applications for the 2 main tryout camps.  If you are interested in either coach or hosting a camp, please send in an application to Pete Frey asap.

·         Jim Gow has been selected as the general manager for both the peewee and bantam national teams again this year, since he did such an excellent job last year and has agreed to take on the position again for 2007.

·         There will be a coaches meeting in the BCLA office on Sunday February 25th at 10:00 am for all zone head coaches – which is still a vacancy at this point in time.

Summer Games – are being held in Kelowna in 2008.  Both box lacrosse and field lacrosse will be represented in 2008.  The age division for box remains as midget aged players – primarily 16 year olds and the age division for field will be U15.  A player can only play in one sport at the games.

Sanctioned Tournaments – The list of sanctioned tournaments which were approved at the meeting will be posted on the BCLA website by February 15th - contact the tournament organizers early if you wish to get accepted as some of the tournaments fill up very quickly.

Disciplinary Rules

There will be some further changes to the 2007 rules, which you should be receiving in your next package from the office.  Of note, a new rule 16 will be added that provides for coaches’ suspensions if two or more of their players receive a penalty for illegal equipment during a game.  The first time it happens, the coach will be given a warning through the coaches association and a second offence will be an automatic one game suspension – to be served at the next scheduled game.

Report from Doug Wright – Head Referee

·         Upcoming box officials clinics have for the most part all been scheduled.  Currently, there are clinics scheduled on the Island as follows:

Feb. 24                   Entry/Level 1                 Victoria and Comox

Mar. 3                     Entry/Level 1                 Cowichan and Nanaimo

Mar. 10                   Level 2                          Victoria and Comox

Mar. 31                   Level 2                          Cowichan and Nanaimo

Apr. 7                     Entry/Level 1 and 2        Nanaimo

·         There are a number of changes to the Rule Book – which can be accessed on the CLA website www.cla.ca - and there has been a new Rule Book published this year.  You can order copies from the BCLA office.

Rule Changes - 30 second clock Rule 26 and 68 – If a team is short-handed, the 30 second clock will not run, unless the short-handed team’s goalie or substitute player enters the attacking zone.  The 30 second clock will be turned on only to assist the referees with the 10 second rule.

Helmets and Masks – For the 2007 playing season, the only approved helmet mask combinations allowed in minor box will be a helmet and mask CSA approved for hockey or a mask and helmet combination that is NOCSAE approved for lacrosse.  CSA approved hockey helmets must now be worn with CSA approved for hockey masks, no other mask is permitted with this type of helmet.  So, OTNY, NAMI/STX and any other O’Neil type mask are now illegal for use in minor box lacrosse.  Further details will be circulated with the next mailing.

Mini Tyke Rules for 2007

The trial Mini Tyke rules used by Zone 6 last year have become known as the “4 on 4” rules and will be used by all zones in the province except the lower mainland again this year – they continue to play the “6 on 6” rules.  Zones 1, 2, 7 and 8 use the “4 on 4” rules for their tykes also.

Miscellaneous

·         A reminder to review your Association operating policies and make any amendments necessary to coincide with the new BCLA operating policy – some sections have been amended and renumbered.

·         Please ensure you get all player releases or age down applications to the commission for approval by April 15th – there will be no exceptions to this deadline this year.

·         Powell River requested to be allowed to have a number of their intermediate aged players play in midget and their request was denied by the minor directorate.

·         A Provincial Travel Grant should be available this year as the BCLA has applied to the Ministry for funding.  Likely, this will be used for players traveling to Provincials and to the National team tryout camps.  The grant is for player transportation only within the Province and what is being contemplated, is to have a grant application available on the BCLA website, which players’ parents would fill out, attached travel cost receipts and send to the BCLA office.  The amount of funding per player would be dependant upon the number of requests that are sent in.

·         There is an additional Travel Grant for the players who make the national teams  - similar to last year’s grant.

·         Tyke videos are available from the BCLA office.
